Payment of Academic Honoraria and associated incidental expenses
to B-1 or B-2 International visitors
The "American Competitiveness and Workforce Improvement Act of 1998" was enacted on October 21, 1998,
as part of the Omnibus Appropriations Act. The "American Competitiveness and Workforce Improvement Act of
1998" includes a section on Academic Honoraria which is summarized below.
Section 431: Academic Honoraria
This section allows payment of honoraria and associated incidental expenses to a foreign national in the B-1
(Business) or the B-2 (Pleasure) visa classification for "usual academic activity" lasting no longer than nine (9)
days at a single academic institution, if offered by an institution of higher education or affiliated nonprofit entity
or a nonprofit or governmental research organization. Although there is no statutory limit on the amount of
individual payments, foreign nationals cannot accept honoraria or payment of associated incidental expenses
from more than five institutions or organizations within a six-month period.
