Per Stromhaug
Per Stromhaug oversees the office of Entrepreneurship and Innovation Partnerships including tech transfer activities, the start-up suite, entrepreneurial support and economic growth initiatives.  He is also overseeing the new High Technology Incubator in downtown Binghamton and is the lead contact for the Start-up NY initiative at Binghamton University

Scott Hancock
Scott Hancock is involved in all aspects of protecting, leveraging and transferring University intellectual property assets to company commercialization partners. His responsibilities include exploring the business case for inventions generated campus-wide, managing faculty and student engagement with patent counsel, marketing technologies and negotiating options and licenses. He also takes the lead in crafting confidentiality, material transfer and inter-institutional agreements. He works closely with the Office of Sponsored Programs relative to intellectual property rights in grants and contracts.

Bowen Scott
C. Scott Bowen has a background in law, having worked as an attorney in the private sector, the Broome County District Attorney’s Office, the New York State Attorney General’s Office and the State Organized Crime Task Force. He has also served as a commissioner for the New York State Insurance Fund and as a member of the Board of Directors for the American Business Council Inc. in Washington, D.C.

Laura Holmes

Laura Holmes focuses on programs for the office including Innovation Day and Pre-Seed Workshop among others as well as being involved with multiple community non-profit local events and programming.  She also maintains and updates the Intellectual Property database and handles budgeting for the office.  She also assists in supporting the Start-up NY initative at Binghamton University as well as student entrepreneurship.

In addition, she supports the office of State and Community Relations.


Ken McLeod

Entrepreneur in Residence

Ken McLeod serves as the Entrepreneur in Residence at Binghamton University, where his work focuses on identifying  students and staff with an entrepreneurial interest and assisting them in the launch of new high-growth ventures.  He received his PhD in Electrical Engineering from MIT, and completed post-doctoral studies in Anatomy and Cell Biology at Tufts University. His research expertise is in the area of electromagnetic interactions with living tissue, and he holds over 25 patents in this area.  He is a serial entrepreneur, having launched twelve ventures over the past 30 years, primarily in the health and wellness industry.

Scott Moser Scott Moser focuses on leveraging, transferring, and licensing University intellectual property assets to company commercialization partners. His responsibilities include preparing analytical and evaluative state-of-the-art assessments on the patent and commercial potential of inventions through a thorough review of highly-specialized information from patent data bases, interviews with inventors and company representatives, and additional research and analysis. He received his J.D. from Capital University Law School and is a registered patent attorney with the United States Patent and Trademark Office.
