GAO: Record linkage and privacy- issues for new federal research/ statistical info

According to the GAO (General Accounting Office) report record linkage is a computer-based process that combines multiple sources of existing data. Federally sponsored linkage projects such as informing policy debates, tracking program outcomes, helping local government or business planning, or contributing knowledge that might benefit millions of people. This research will be conducted under federal auspices (or with federal funding), and produce new research or statistical information.
